CTE & CTO — Consent to Establish and Consent to Operate from DPCC, HSPCB, UPPCB & RSPCB

Before a project, plant or unit starts, the state pollution board usually needs to give a Consent to Establish (CTE). Before it runs, it needs a Consent to Operate (CTO). We prepare the documents, file the application on the right board's portal and follow it up until the consent is issued.

Each board — DPCC in Delhi, HSPCB in Haryana, UPPCB in Uttar Pradesh and RSPCB in Rajasthan — has its own online system and its own list of documents. Small mistakes, like a wrong category or a missing site plan, are the most common reason applications get sent back.

We check your project's category first, gather the documents, prepare the forms and file them. Then we answer the board's queries and keep you updated until the consent is granted.

For construction sites we combine CTE/CTO work with dust portal registration, PTZ camera and AQI sensor installation, so the site is ready for inspection from day one.
